Wheelie Bins
As a result of our work and petitioning, Cardiff council only rolled out wheelie bins in streets where a majority of residents wanted them eg Pomegelli Rd and Evansfield Rd.

We recently canvassed opinion in Evansfield Road.
33 houses consulted
17 posted questionnaires: 3 for bins (37.5%), 5 for bags (62.5%) 47% response by post
16 houses interviewed: 10 for bins (62.5%), 4 for bags (25%), 2 no preference (8%) 100% response
Total For wheelie bins 13 houses (54%), For bags 9 houses (38%), 2 no preference (8%)
The results have been passed to Cllr Rowland James and Cllr Hooper and waste management officers at Cardiff Council. We have not received a reply from any of them!
Public meeting well attended!
Over 50 people turned up to the meeting tonight despite the rain. Many people said they hadn't been consulted and that the whole roll out and consultation had been a shambles. Other concerns included that bins will block pavements and be a safety hazard for pushchairs, especially on Hawthorn rd East near Hawthorn primary School, and that bumper-to-bumper parked cars will prevent bins being wheeled into the road, especially in the evenings when late bin collections occur.
Council officer Jane Cherrington apologised for earlier mistakes and presented the results of the recent consultation: The only roads voting FOR wheelie bins were
Hawthorn Rd East For bins 11 houses (55%), For bags 9 houses (45%). Turnout 45.5%
Pomegelli Rd For bins 5 houses, For bags 4 houses Turnout 64.3%
Evansfield Rd For bins 7 houses (53.8%), For bags 6 houses (46.2%). Turnout 30.2%
The council will now take back views from tonight's meeting, also taking into account the survey results, before deciding how to proceed. Residents called for the council to revisit the above roads in a door knocking exercise to capture all household views before proceeding, though no commitment was given to do this.
Local Cllrs will be involved in the decision making process, and we urge all affected residents to contact them with their views so they can be represented.
We will of course keep you updated.
In the mean time, over the next week LNRA will carry out a comprehensive consultation in the 3 roads listed above, giving the up-to-date options.

The council have organised a public meeting to discuss the consultation results and residents' issues. Residents affected have been issued with letters inviting them to the meeting.

Out of date consultation - Cardiff council informed
We have contacted the Chief Executive, Cllr Berman, and Cllr Jones to inform them the current Llandaff North wheelie bin consultation is out of date, contains incorrect information, and that information provided to us regarding % of residents for wheelie bins was incorrect. The Chief Exec has responded and instructed officers to reply to us soon.

New Llandaff North consultation starts
Cardiff council has sent out new consultation forms to residents in the affected Llandaff North streets. (Alternatively, residents can fill in the form online, which also allows them to make comments.)
However we note that the consultation form is out of date - on Thursday 13th January the council executive voted to change waste collections from:
Food Weekly collection
Recycling (green bag) Fortnightly collections
Black bag Weekly collections
to:
Food Weekly collection via new brown food caddies
Recycling New Weekly collections
Black bag New fortnightly collections
From March/April, all areas in Cardiff will be offered brown caddies for food waste. Therefore, the 'option 1 tribag scheme' (which most roads currently have) on the consultation form should include 'a brown food waste caddy'. Other information included about collection times is incorrect.
When the LNRA recently did a door-to-door survey of 67 properties affected, food waste and the problem of foxes/cats ripping open white food bags was the biggest waste issue in the area. The introduction of brown food caddies should address this problem without the need for green and black bins, and may be a preferred option for residents. However the current Llandaff North consultation does not include this information or option, and we think is misleading.

Wheelie bin scheme postponed until further consultation
Mr House has contacted us to confirm that, following representations from residents, the LNRA and local Cllrs, the bins will not be delivered on Monday 17th as planned, and the scheme will be placed on hold until a further consultation is carried out. Residents in the affected streets will have received a letter this evening informing them of this.
The Wheeled Bin Sept 2009 report consultation results show that of the roads in Llandaff North consulted, 187 of the 485 households replied (38.6%)- the highest response rate of the 9 wards consulted. 64.7% wanted bags, and 35.3% wanted bins (see the report for more detailed results). Our recent small survey shows similar results.
We will be requesting more information regarding the new consultation, and will keep you updated.

Mr House to his credit, has personally replied to us, is looking into our concerns and thanked us for informing them of the issues. He is meeting with Mr Berman, Councillors and council officers tomorrow and will notify us of any outcomes. We have also been contacted by council waste management officers and we are to meet with them tomorrow evening to try and resolve residents' concerns. We'll keep you posted.

Residents complain about wheelie bin introduction
Residents have been in touch, concerned that wheelie bins are being introduced in Llandaff North village. A consultation had been carried out by Cardiff council in 2009, with it decided not to introduce the scheme in the majority of roads.
Now it appears the scheme will be going ahead. We have had no information or notification from Cllr Rowland James or Cllr Hooper, despite Cllr Hooper reporting 'no matters of interest' at last week's Llandaff North PACT meeting. Our Cllrs have been contacted and we are waiting for more information from them.
From our initial enquiries, it appears that residents in Durlston Close and Maplewood Avenue requested wheelie bins and were consulted by council officers in October 2010 in a door knocking exercise. On that basis other roads including Belle Vue, Hazelhurst Rd, Hawthorn Rd West, Radyr Rd and part of Ty Mawr Rd are also to have wheelie bins. However the two areas are very different, with different needs.
Before contacting the council, a few of our volunteers canvassed houses randomly today. The results and residents' comments can be viewed here.
From our small survey, only 25% of residents want the wheelie bin scheme. Many residents were interested in the 'brown caddy' food waste scheme as an alternative and this may be an acceptable compromise.

- That the implementation is immediately postponed
- That a comprehensive consultation is carried out in all roads, with an option of the 'brown caddy' scheme as an alternative scheme.
- The option of a public meeting to allow residents to find out more about the scheme and discuss with officers
